Inspiring role model, Dr. Pritam Singh has spent his entire life
tirelessly doing what he does best: awakening students, academia, corporate heads
and policy makers to raise their excellence to the next level. As the chairman and
member of several policymaking committees and bodies of Government of India, he
has stamped his perspective on policy issues that surround both management education

Kumar Aniket is an Lecturer in Economics at University of Cambridge
and a Visiting lecturer at the LSE Summer School since 2007. He received his PhD
in Economics in 2007 from the London School of Economics. His expertise lies in
the area of Information economics, Contract theory, Institutional economics and
Economics of Development. In his research, he has tried to bridge the gap between
Economic theory and the ground reality by using case studies to motivate his theoretical
modelling. He has made an attempt to bridge the methodological gap between Economics

a decade. In addition to his Professorial responsibilities Prof. Rakesh Sah is an

and collaborations, and student exchanges among international universities. Prof.
Rakesh Sah was awarded a Post graduate Degree in Finance (1997) and a Ph.D. in Business
Management (2000) from the University of Alabama, USA. He is currently Associate
Professor of Finance at Montana State University, Billings, USA.
Jeffrey
A. Reimer is a professor in the Department of Chemical and Biomolecular
Engineering at the University of California at Berkeley, and a faculty scientist
at the E.O. Lawrence Berkeley National Laboratory. From 2006 until 2011 he was the
Warren and Katharine Schlinger Distinguished Professor and Chair of the Chemical
and Biomolecular Engineering Department. From 2000 to 2005 he was Associate Dean
of the UC Berkeley Graduate Division where his responsibilities included the assessment
of doctoral programs. In 1998 he won he Donald Sterling Noyce Prize for Excellence
in Undergraduate Teaching in the Physical Sciences and was given the AIChE Northern
California Section Award for Chemical Engineering Excellence in Academic Teaching.
Professor Reimer was awarded the UC Berkeley Distinguished Teaching Award in 2003,
the highest award bestowed on faculty for their teaching.
Professor Reimer received his bachelor’s degree (with honors) from the University of California at Santa Barbara, and obtained his doctorate from the California Institute of Technology in 1980. Prior to his appointment at Berkeley in 1982, he was a postdoctoral fellow at IBM Research in Yorktown Heights, New York. At Berkeley received the Presidential Young Investigator Award in 1985, and was named a Camille and Henry Dreyfus Teacher-Scholar in 1987. In 2002 he was named the R.W. Vaughan Lecturer at the Rocky Mountain Conference on Analytical Chemistry and Applied Spectroscopy, in recognition for his numerous contributions in the field of magnetic resonance spectroscopy. Professor Reimer was named a Mercator Professor of the Deutsche Forschungsgemeinschaft (DFG) at RWTH Aachen University in 2006. He was elected a Fellow of the American Association for the Advancement of Science for “contributions to understanding materials chemistry though the application of sophisticated spectroscopic and physical measurements,” and a Fellow of the American Physical Society in the Division of Materials Physics, “for the design and analysis of in situ spectroscopic studies of materials and electrochemical processes.” IN addition to his research publications, Professor Reimer is co-author (with T.M. Duncan) of the introductory text Chemical Engineering Design and Analysis (Cambridge University Press, 1998).
The goal of Professor Reimer's research is the exploration and application of spectroscopic methods that inform society about materials chemistry and analyses. At the present time his group is focusing on electrochemical alternatives to the internal combustion engine, the sequestration of carbon dioxide, nuclear thermodynamics and nuclear spintronics, and non-aqueous biocatalysis.

Eileen Peacock is senior vice president of Asia at AACSB International – The Association to Advance Collegiate Schools of Business. As vice president, Dr. Peacock leads AACSB’s Asia initiatives, and is located in Singapore. Her efforts guide the organization’s membership and accreditation services within the region. In support of AACSB’s mission to advance quality management education worldwide, Peacock is responsible for developing effective relationships with Asian management education associations, colleges and institutions.
Prior to coming to AACSB International, Peacock was dean and professor of accountancy for the Charlton College of Business at the University of Massachusetts-Dartmouth (2004-2008. Dr. Peacock obtained her Bachelor of Technology from Loughborough University, England, and a Ph.D. from the University of Birmingham, England. In addition, she obtained a Master of Accountancy from the University of Oklahoma, and maintains her CPA and CMA certification. Nitash P. Balsara is a chemical engineer with a bachelor's degree from the Indian Institute of Technology in Kanpur, India in 1982, a master's degree from Clarkson University in Potsdam, New York in 1984, and a PhD from Rensselaer Polytechnic Institute in Troy, New York in 1988. He did post-doctoral research at the Department of Chemical Engineering and Materials Science at the University of Minnesota, and at Exxon Research and Engineering Company in Annandale, New Jersey. In 1992, he joined the faculty of Department of Chemical Engineering at Polytechnic University in Brooklyn, New York. He was promoted to associate professor in 1996 and professor in 1998. In 2000 he moved to the Department of Chemical Engineering at the University of California, Berkeley. He was also a faculty associate scientist at Lawrence Berkeley National Laboratory (LBNL). In 2007, he founded Seeo Inc., a battery start-up in Berkeley, California. In 2009 he was promoted to a faculty senior scientist at LBNL.
His research is concerned with the synthesis and characterization of microstructured polymer materials. Current applications include polymer electrolytes for lithium batteries and membranes for biofuel purification. He received the John H. Dillon Medal for Polymer Physics from the American Physical Society, and the Engineer of the Year from the American Institute of Engineers of Indian Origin in 1997, the Camille Dreyfus Teacher-Scholar Award and the Van Ness Lectureship in 1998, the Stine Award for Materials Science from the American Institute of Chemical Engineers in 2005, the Technology Transfer Award from Lawrence Berkeley National Laboratory in 2007, and the R&D 100 Award for Inventing a Nanostructured Polymer Electrolyte for Lithium Batteries in 2008.

Prof. William H. Byrnes has been an author and editor of 11 top-selling books that include over 30 volumes in several law fields, 4 multi-media textbooks in the late 90s, 20 book chapters, and 500+ articles. His authorship is published by the globe’s largest publishers of Lexis-Nexis, Wolters Kluwer, Thomson-Reuters, and National Underwriters/Summit Business Media. He is the creator of ”Concept Maps” for Lexis-Nexis and principal author of the 900-page Economic and Socio-Economic Impact of the European Union Code of Conduct on Business Taxation and Tax Savings Directive Report to the United Kingdom Foreign and Commonwealth Office.
Professionally, William Byrnes was a Senior Manager, then Associate Director of international tax for Coopers and Lybrand, and practiced in Southern Africa, Western Europe, South East Asia, the Indian sub-continent, and the Caribbean. He has been commissioned by a number of governments on tax policy. He has been a professional trainer for 100+ professional association conferences, government workshops, stock exchanges, and financial service in-house programs, including establishing international tax training programs globally for EuroMoney and for STEP via Central Law Training.
Academically, William Byrnes obtained the title of tenured law professor in 2005, and in 2008 the level of Associate Dean. While in South Africa, William Byrnes pioneered online legal education in 1995, thereafter creating the first online LL.M. offered by an ABA accredited law school in the United States. William Byrnes has extensive experience in developing and managing innovative revenue generating law and business programs. He has served as Chairs of two AALS sections: Post Graduate Legal Education and Graduate Programs for Foreign Lawyers. William Byrnes serves in the administration of Thomas Jefferson School of Law. Dr. Raman Menon Unnikrishnan is the Dean of Engineering and Computer Science at California State University, Fullerton since 2001. Prior to 2001, he was with Rochester Institute of Technology in Rochester, New York where he was professor and head of electrical engineering for 10 years. He received his BSEE degree from the University of Kerala, MSEE from South Dakota State University, and the Ph.D. (EE) degree from the University of Missouri. His industrial experience includes consulting for companies such as Xerox Corporation, Eastman Kodak, Harris Communications and Chloride Electro Network.
Dr. Unnikrishnan is a Past Chairman of the Rochester, NY Section of the IEEE. He is the recipient of numerous professional awards including the “Eisenhart Award for Excellence in Teaching” at RIT and a professionalism award from the Xerox Corporation. He received the IEEE “Third Millennium Award” in 2000. In 2006 he received the “Missouri Honor Award,” from the University of Missouri for his technical contributions. In 2009 Dr. Unnikrishnan was honored by South Dakota State University with a “Distinguished Engineer Award” for his contributions to the profession as an engineering alumnus.
He has been a Commissioner of the Engineering Accreditation Commission (EAC) of ABET since 2008. Besides the US, his international accreditation experience extends to Mexico, Qatar, UAE, Saudi Arabia, Turkey and Colombia. ABET also assigned him as a Mentor to India to facilitate the country’s quest to become a member of the Washington Accord, a multilateral mutually recognizing alliance to ensure mobility of engineers across geographical boundaries.
I am currently the Dean of International Development and a Professor of Computer
Science at the University of Essex in the UK -- as such I have a responsibility,
working with others, to develop and implement the University's International Strategy.
In a nutshell, the strategy aims to further internationalize the university, developing
beneficial, reciprocal relationships in education and research, with students, academic
and professional colleagues, faculties, schools, departments, and academic institutions
across the world. The emphasis is on opportunities leading to mutual benefits and
new understanding.
So, I am interested in discussing new international academic collaborations in research
and teaching; I have considerable experience in curriculum design in Higher Education,
both within and outside the UK, and in external examining and accredidation in Higher
and Further Education. I have worked as a consultant for several Ministries of Higher
Education, internationally, undertaking both academic reviews, developing accreditation
standards and leading strategic planning exercises.
My academic work lies in the area of Formal Methods for software engineering, in
particular the design and use of logics of specification and program development.

KRISHNA S. DHIR is the Henry Gund Professor of Management and former Dean of the Campbell School of Business at Berry College in Mount Berry, Georgia. Earlier, he held the S.B.A. Professorship and served as the Director of the School of Business Administration at Pennsylvania State University at Harrisburg. As the chief academic officer, he steered both these institutions to their respective Initial Accreditation by the AACSB International. Dr. Dhir served as visiting professor at universities in Australia, Hungary, India, Malaysia, and UK. Dr. Dhir has taught at the Medical University of South Carolina, in Charleston, South Carolina; University of Colorado in Boulder, Colorado; and University of Hawai’i, in Honolulu, Hawai’i.
Dr. Dhir has over 13 years of cumulative corporate experience, as a Vice President at BioStar Medical Products, Inc., in Boulder, Colorado, developing diagnostic products; an executive of CIBA-GEIGY AG (now Novartis) in Basle, Switzerland, in its Medical Department; and a pilot plant manager with Borg-Warner Chemicals' International Division in Parkersburg, West Virginia, developing high-impact ABS plastics.
Dr. Dhir is the current President of the Decision Sciences Institute (2011-2012). He was honored by the Institute in 2008 with the prestigious Dennis E. Grawoig Distinguished Service Award. He also served as the Western Regional President of the Institute during 2003-2004. The Western Region of the Decision Sciences Institute honored him in 2009 with its Jimmy D. Barnes Distinguished Service Award. Also a member of Corporate Communication International at Baruch College of CUNY, Dr. Dhir serves on its Board of Advisors.
Dr. Dhir received the Pennsylvania State University at Harrisburg's 2001 James A. Jordan Jr. Award for Teaching Excellence, and 2000 Provost’s Excellence in Teaching Award. His research interests include analysis of the role of subjectivity in the policy formulation process. He has received various research awards, including Emerald Literati Network 2007 Award of Excellence; the Best Paper Awards at the Conference on Corporate Communication in 2003 and 2002, both in Wroxton, UK; the Best Application Paper Award at the 1999 International Conference of the Decision Sciences Institute in Athens, Greece; and the Best Theoretical/ Empirical Research Paper Award at the 1993 Annual Conference of the Decision Sciences Institute in Washington, DC. He is a recipient of the Gold Medal of the St. John Ambulance Association of India.
Dr. Dhir’s book, The Dean’s Perspective: Issues in Academic Leadership in Schools of Business, was published by the Decision Sciences Institute in 2009. Its Japanese translation is to be published in 2011 by Chuo-Keizai-Sha of Tokyo, Japan. Abstract
Accreditation bodies are increasingly playing the important role of improving and assuring the quality and relevance of engineering education. Benchmarking through international accords or agreements, such as the Washington Accord, facilitates recognition of substantial equivalency of programs accredited by participating accreditation bodies. Outcomes-based assessment and evaluation are now universally adopted to verify the achievement of defined program education objectives and graduate attributes. This paper examines the fallacies, challenges and pitfalls in the implementation of outcomes-based accreditation systems.
Speaker’s Biodata
Dr. Lock is a Past President of the Institution of Engineers, Singapore. He takes a leading role in accreditation activities, being the Chairman of the Engineering Accreditation Board from 2002 to 2009. He serves as Washington Accord mentor and reviewer to several countries. He also gained hands-on experience as program evaluator and team chair. He was Chairman of Singapore Standards Council from 2001 to 2006, taking a leadership position in setting and promoting standards and code of practices. He served many years as a Board Member of the Professional Engineers Board, Singapore, and chaired its examination committee that put together the examination system for qualifying professional engineers. He is a Founding Fellow and a Vice-President of ASEAN Academy of Engineering and Technology.
He has been a practicing professional engineer for the past 15 years, and was previously a faculty in the National University of Singapore for 17 years. He also acts as arbitrator and adjudicator.
His Excellency Mr. Shekhar Dutt assumed the office of the Governor of Chhattisgarh on 23rd January 2010. Mr. Shekhar Dutt assumed charge of Deputy National Security Adviser on 1st August 2007 after relinquishing the charge of the defence secretary. He was Defence Secretary from 1st August 2005. An IAS officer of the 1969 batch Madhya Pradesh cadre, Mr. Dutt is a recipient of Sena Medal for gallantry in 1971 Indo-Pak war. During his tenure as Defence Secretary, a number of initiatives were taken towards increasing the pace of modernization as well as bringing about greater probity.
Prior to assuming the charge of Defence Secretary, Mr. Dutt was secretary Deptt. Of Defence Production. Mr. Dutt has earlier also worked in the Ministry of Defence as Joint Secretary during 1991-1996. During this period he was Director in the Boards of Public Sector Undertakings such as Bharat Electronics Ltd., Bharat Dynamics Ltd., Bharat Earth Movers Ltd., Mazagaon Docks Ltd., Garden Reach Shipbuilders & Engineers Ltd. and Goa Shipyard Ltd. Earlier in the mid 1980s he was Director (Navy) in the Ministry of Defence.
Before taking over the charge as secretary (Defence Production) he was Secretary in the Ministry of Health, Government of India in 2003.
Mr. Dutt has held several key posts, which include Director General, Sports Authority of India (2001-2003) and Principal Secretary, Department of Tribal and Scheduled Caste Welfare and Principal Secretary, Departments of School Education, Sports & Youth Welfare, Govt. of M.P. (1996-2001). During his tenure as Director General of Sports Authority of India 2001-2003, Mr. Dutt played a pivotal role in the successful conduct of the first Afro Asian Games. During this period India won their highest ever tally of medals (69 nos.) in Commonwealth Games 2002. Mr. Dutt was Divisional Commissioner of Raipur Revenue Division in 1985-89.

degrees in aerospace engineering from the University of Minnesota in 1970, 1971,
and 1974, respectively. He was a Churchill Scholar at Cambridge University during
the 1971–1972 academic year and received a Certificate for Post-Graduate Research
in Engineering from Cambridge in 1972. He joined the Department of Engineering Science
and Mechanics at ISU in 1974 and was promoted to professor in 1984. In 1990, Holger
was appointed chairman of the new Department of Aerospace Engineering and Engineering
Mechanics that was formed by the merger of the Department of Aerospace Engineering
with the Department of Engineering Science and Mechanics. He was appointed associate
dean for academic programs and budget of the College of Engineering in 1995. In
2004 He was named Associate Provost for Academic Programs and Dean of the Graduate
College. His responsibilities include graduate programs university-wide, international
programs, the Center for Excellence in Learning and Teaching, the Honors Program,
articulation with community colleges, accreditation and continuous academic program
improvement, distance education, institutional research, and central coordination
of undergraduate academic programs.
Holger’s areas of professional expertise are acoustics and noise control, and he spent several summers working as a research and development engineer for the Trane Company, the George Rolfes Company, and the United States Air Force Civil Engineering Center. He was awarded an NTNF (Norwegian) Senior Research Fellowship in 1986 and spent the 1986–1987 academic year as a visiting faculty researcher at the Norwegian Institute of Technology in Trondheim, Norway. He and his students have published numerous papers on various aspects of noise control and he is the co-holder of three U.S. patents. His contributions as a faculty member at Iowa State include service as president of the Faculty Senate during 1989-90, and were recognized by a Faculty Citation from the Alumni Association in 1993. He served as editor-in-chief of Noise Control Engineering Journal, the international archival journal of the Institute of Noise Control Engineering, from 1996 through 2004, was the co-president of InterNoise 2006, and currently serves on the Board of Directors of the International Institute of Noise Control Engineering. In 1997, he was appointed to the Engineering Accreditation Commission as a representative from AIAA. Additionally, he has served as chair of the Engineering Accreditation Commission of ABET’s Criteria Committee from 1999 through 2002, as a member of the EAC Executive Committee from 2001 to 2006, as chair of the EAC in 2004-2005, as Chair of the ABET Accreditation Council from 2005-2007, and as president of the ABET Board of Directors 2009-2010 and is currently Deputy Chair of the governing group of the International Engineering Alliance and Deputy Chair of the Sydney Accord. He was recently appointed to the CHEA committee on recognition, serves on the CGS Government Relations Committee, and is a member of the Board of Directors of the ABET Foundation. He is a Fellow of the American Association for the Advancement of Science, a Fellow of the Institute of Noise Control Engineering USA, a Fellow of ABET, and a Fellow of the AIAA.
Dr. Dinesh K. Paliwal, obtained doctorate degree from Indian Institute of Technology,
Delhi, India in Polymer and Fiber Technology on University Grants Commission’s Fellowship
and published 8 research papers, 3 review articles on Polymer & Fibers in international
journals of repute and contributed 6 articles in journals/chapters in book including
4 publications papers in the discipline of Education. His paper ‘Globalization of
Indian Education’ has received wide acclamation. Other researchers have extensively
cited his research papers.
He joined Government of India as Assistant Educational Adviser in 1992 and rendered his service on this position till 1997 before switching over to a diplomatic assignment as Consul (Education) in Consulate General of India, New York, where he retrieved two ancient sculptures worth hundreds of Thousands of dollars stolen from India and displayed in Metropolitan Museum and Asia Society. He was elevated to the post of Deputy Educational Adviser in the Ministry of Human resource Development in the year 2002. He held the additional charge of the post of M.S. All India Council for Technical Education w.e.f. August 2009 to October 2010. At present he is serving as Member Secretary, National Board of Accreditation.
He chaired a session on Regional Cooperation at the Regional Seminar on Community Learning Centers organized by UNESCO at Chaingmai, Thailand from 23-27 March, 2004. He also participated in Ambassadorial Round Table Session with Ambassador of Brazil and Mozambique to United Nation, in a Seminar on "Poverty and Globalisation" organized by St. John's University, New York. U.S.A. in 2001.
